Set threadnetwork apex as non-updatable. The build system is currently adding an enforcement that updatable apexes cannot set min_sdk_version to current. Since threadnetwork is not an updatable apex, set updatable to false. Test: m nothing Bug: 221087384 Change-Id: If0a7c963d233228a84e645273818e740916f8a13
