[QNS] Added to notify initial iwlan status.
In normal boot sequence, WLAN service state is gradually updated.
no ServiceState(NRI) for WLAN -> NOT_REG NRI for WLAN -> WIFI
Connected -> REG for IWLAN -> notify internally.
As in qns crash, when starting qns in already connected Wi-Fi,
the iwlan connection state could not notify the initial value.
Then, Added to notify initial iwlan status.
