Add KllMetricProducer for pushed metrics

- Statically link KLL library to statsd
- Add KllMetricProducer implementation using the KLL library
- Add KllMetric protos in statsd_config.proto and stats_log.proto
- Create KllMetricProducer instances from incoming configs
