CtsStatsdHostTestCases.android.cts.statsd.atom.UidAtomTests#testWriteRawTestAtom failed due to out of order of the packet transmission

After com.android.server.cts.device.statsd was set up on device,
We need to wait for while in order to let the test app inserted into statsd's whitelist, then it's OK to launch the test case.
