Fix statsd CTS test for Foreground

It seems that the process state wasn't changing quickly enough between
top and important_foreground when the activity finished but before the
overlay was removed. I.e. the overlay needed to linger longer. So I
added an extra 4 seconds, which seems to do the trick (overkill even).
