Move to android_mallopt for malloc debug calls.

Remove the guardrail/MemoryLeakTrackUtil.* files. They aren't used
and they are a copy of frameworks/av/media/utils/MemoryLeakTrackUtil.*.

Test: Enable backtrace for calendar, run am dumpheap -n <PID> <FILE>
