ProvisionedKey only cares about millisecond accuracy Since the key objects are serialized to/from a database, millisecond accuracy is all we get from the timestamps. Update the comparison and hash operators to truncate timestamps to the millisecond to avoid letting units like nanoseconds mess with object comparisons.
