Move our settings to device-protected storage The Settings class was backed by user-protected storage, but our app is not actually user-aware (it's system-wide, managing resources for the whole system by UID). Test: RkpdAppUnitTests Change-Id: Ie03faaea4b155b265513df39cc5fc5b9726010bf
