Add CALL_LOG permission group as individually controlled group.
From Android P, *_CALL_LOG permissions are split out from PHONE.
However, before P, PHONE was individually controlled. After the version
upgrade, CALL_LOG should be individually controlled as well to match
prior behavior.

Test: Locally built a permission review mode watch ROM, and see the READ_CALL_LOG and WRITE_CALL_LOG permissions are split in Settings.
