Support phone-to-PN532 NFC tests in CTS-Verifier

- Change tooling to use built `python_test_host` binary modules instead
  of raw Python scripts for Multidevice.
  - This allows tests to be bundled with their own Python dependencies,
    e.g. `pn532-python`, without separately importing the libs into
    CTS-V
  - Also, `mobly` is no longer required to be pre-installed on host
- Update config template to reflect the new PN532 requirement
