Add GpuNnapiTest to test GPU -> NNAPI synchronization.

This CL introduces a new test suite GpuNnapiTest that exercises a GPU ->
NNAPI pipeline using AHardwareBuffer and sync fence. The tests use
introspection API to run the pipeline with each individual driver,
expecting fenced executions to succeed if the model can be successfully
prepared.
