Remove asynchronous execution HAL configuration option The new HAL service implementation (see change Iec6ae739) uses synchronous execution HAL whenever possible and does not provide a way to configure that. Bug: 170289677 Test: NNT_static Change-Id: I7faa8bd0ccdd3fa4144b44e6067dafcc538e5047
