Unify checks in maybeCreateApfFilter() and handleUpdateApfCapabilities() This commit extends the use of isApfSupport() to maybeCreateApfFilter(). This change ensures that the APF support check logic is identical between maybeCreateApfFilter() and handleUpdateApfCapabilities(), improving code readability and consistency.
