Pass transaction id and elapsed time to sendPacket Transaction id and elapsed time should be owned by the message exchange (represented by PacketRetransmittingState). This is the first step in that direction. Bug: 260934173 Test: TH Change-Id: I8668688d4af2092b4d94e6497cc90a118571dd19
