Update ApfV61Generator to support JDNSQMATCH2_EXT_OPCODE

This commit updates the ApfV61Generator to support the
JDNSQMATCH2_EXT_OPCODE opcode, enabling the generator to produce code
utilizing this new APF instruction.

Before:
