Disable the IPv6 provisioning delay to speed up the integration test.

Apply the new createTapInterface API to disable the IPv6 provisioning
delay(1s) for sending Router Solicitation, that will make test run
faster. Given that this API has been introduced since T, use the
legacy API if we cannot find this API on pervious platforms.
