Delete the legacy experiment flag IPCLIENT_PARSE_NETLINK_EVENTS_VERSION

Given we enable the feature of parsing netlink events in user space by
default with a kill switch flag, then cleanup the legacy experiment flag
IPCLIENT_PARSE_NETLINK_EVENTS_VERSION.
