Enforce 3-byte content check before skipping in skipEmptyData() Modified skipEmptyData() to verify the presence of content in the first 3 bytes before proceeding with skipping. Test: TH Change-Id: I54e451a2555d0b5c7c9115a8d527fea694662c74
