Enable sending multicast NS from host's GUA by default.
As the workaround of Gratuitous Neighbor Discovery (RFC9131) sending
multicast NS from host's global IPv6 address to solicited node multicast
address of first-hop router's IPv6 link-local can force router to update
its neighbor cache entry by responding NA.
According to the public experiment metrics on Googlers population the
first success validation latency on wifi gets dropped dramatically,
especially for the 90 and 95 percentile.
