Enable strict_updatability_linting for NewApi check

This commit modifies Android.bp to enable
strict_updatability_linting, and deletes lint-baseline.xml and all
@SuppressLint("NewApi") annotations.

Enabling strict_updatability_linting will check that IPsec module
and transitive dependencies have NewApi checks enabled. It also
restricts adding such findings to lint-baseline.xml or disabling
NewApi checks altogether.

The lint-baseline.xml and all @SuppressLint("NewApi") annotations
can be safely deleted because the errors they work around are all
false positive, and NewApi check has been improved to do not
report them anymore.

IKEv2 Library for Android

Introduction

This IKEv2 library is an in-process client library implementing the IKEv2 protocol as well as extensions necessary for the support of IWLAN. It is designed to work in a non-privileged fashion on top of the Android IPsec API surface.
