Statically include @PolicyDirection & add jarjar rule

This commit changes import path of @PolicyDirection according
to its package change and adds jarjar rule for it.

@PolicyDirection was hidden API defined in IpSecManager before.
To avoid this hidden API dependency from mainline IPsec(IKE),
@PolicyDirection is moved to a separate class and its source
code is statically included in IKE via framework-ike-shared-srcs.

IKEv2 Library for Android

Introduction

This IKEv2 library is an in-process client library implementing the IKEv2 protocol as well as extensions necessary for the support of IWLAN. It is designed to work in a non-privileged fashion on top of the Android IPsec API surface.
