This is a clean cherry-pick from aosp/1230341

Revert submission 1228785

Reason for revert: These three CLs were previously reverted because they were checked in without the CLs that expose new API and then broke the API surface as a result. These three CLs still need to be merged in but together with the exposing new API CLs.

IKEv2 Library for Android

Introduction

This IKEv2 library is an in-process client library implementing the IKEv2 protocol as well as extensions necessary for the support of IWLAN. It is designed to work in a non-privileged fashion on top of the Android IPsec API surface.
