Add integration tests for HC permission grant/revoke APIs.

Due to the signature permission protection level of MANAGE_HEALTH_PERMISSIONS, some of these tests should only run when the test certificate is compatible with the HC APK certificate.
This should generally be the case on the master branch or when building
from source during development.
