Update tests/cts/AndroidManifestNoPermission.xml

Remove:
<meta-data android:name="listener" android:value="com.android.cts.runner.CtsTestRunListener" />

The listener `com.android.cts.runner.CtsTestRunListener` is being deprecated. References are being actively removed.
