Move TextClassifierService to ExtServices
ExtServices now depends on TextClassifierServiceLibNoManifest
which only uses public/system APIs.
Test: Build the APK. Try out smart selection, verify that ExtServices
is used as a TextClassifier in the log.
Test: atest ExtServicesUnitTests
