Manage FINANCED_DEVICE_KIOSK role in CTS test. Now that the Shell does not have the MANAGE_DEVICE_LOCK_STATE permission, we need to add/remove the FINANCED_DEVICE_KIOSK role to the test itself. Bug: 269374938 Test: atest CtsDeviceLockTestCases Change-Id: I1b71e2071d8288bc769e92611df511a3ac196f57
