Run device lock test as system user. com.android.cts.devicelock.DeviceLockManagerTest#deviceShouldLockAndUnlock should be run as user 0. Bug: 260390085 Test: Switch to a secondary user and issue: cts-tradefed run cts -m DeviceLockTestCases -t com.android.cts.devicelock.DeviceLockManagerTest#deviceShouldLockAndUnlock MODULE_NOT_SECONDARY_USER_REASON=Test needs to call queryIntentServicesAsUser as user 0.
