service: Add server support to BluetoothGattInterface Added HAL GATT server interface wrappers to hal::BluetoothGattInterface. Extended the fake implementation to allow mocking server calls. Bug: 24245347 Change-Id: Ic3436b8a82ecd93fed3b61579662fe776eebef58
