APEXes shouldn't override themselves. The make logic will filter them out from the module install list in that case. Test: `m droid` with prebuilt APEXes, check that com.android.art.apex is installed Bug: 172480615 Change-Id: I342e55c879ec1a2ba79d3c24fd54020abe7ab933
