Update consent manager v2 with R to T+ data migration logic. Syncing AdExtDataConsentMigrationUtilsV2 with AdExtDataConsentMigrationUtils. The logic is similar except the v2 utils class uses storage manager appropriate for consent manager v2 work. Also introduced tests for v2 methods and minor updates to use @SpyStatic in the non v2 test class.
