[RESTRICT AUTOMERGE] Wait for user to be unlocked before setting up the admin app. When during in-setup wizard work profile provisioning the device is restarted, we launch the admin app right away. In that case the work profile hasn't been started yet, so we need to wait for the USER_UNLOCKED broadcast.
