Move CellBroadcastReceiverUnitTests to presubmit.

This change does:
1. Move CellBroadcastReceiverUnitTests to presubmit as it's confirmed
   that it can pass in postsubmit runs on aosp CF.
2. Add DeviceFeatureModuleController to force it run only on aosp CF
   because apct/cellbroadcastreceiver/unit_test-cloud-tf only runs on
   aosp CF.
