Use current user's id to retrieve settings preferences in CarAssistUtils

Each active user has their own "Notifications Access" permission, that is
retrieved using their user id. Since CarAssistUtils is now being created in
the SysUi process, the utils' context's user id will not match the current
user's id. Hence, we should retrieve the user id in a different way.
