Set hvac power dependency using HVAC_POWER_ON config array Views should not assume if they are or they are not power dependent. Add default methods to HvacView and remove extraneous methods. Bug: 306184394 Test: atest com.android.systemui.car.hvac Change-Id: I18510b7adc68acc75e3d41269f9f068a218acb85
