Inject LockPatternUtils in CarKeyguardViewController

Changed LockPatternUtils to be injected instead of creating a new instance every time.
This change removes an extra binder call on the main thread every time bouncer shows.

Test: Ran unit test: atest CarKeyguardViewControllerTest on gcar_emu_x86_64. Manually tested by enabling pattern lock and unlocking device.
