Add notifications handling to LensPicker. If the intent to the LensPicker has an extra specifying a system command of "show_notifications", then the LensPicker will drop the notifications shade. Test: manually tested Change-Id: I1ae8daf65263eb7172ea8551d7b5bbe22ded1247
