Update manifest to use master-ndk for shader tools

To use master-ndk branch for shaderc, glslang, spirv-headers, and
spirv-tools.

The merges from upstream are now on the master-ndk branch.
The master branch is now used for platform build, which potentially will
have different build rules that work for platform only.
