Add clang-tools to android-live-tv. clang/LLVM based tools will be moved from prebuilts/build-tools to prebuilts/clang-tools to enable them to be in sync with the toolchain's versions of clang/LLVM. Bug: 72504455 Test: repo sync -j128 fetches the project. Change-Id: I871de782ab49006ec8c3829e17efb143b89b748b
