Add bundletools to build .aab's that are needed for .apks files. It is used by the Mainline build scripts. Test: vendor/google/build/mainline_modules_bundles.sh on internal master-art branch Bug: 202192894 Change-Id: Ia63535bf48729939b1984e7bcd5bf9b3b40d84cf
