Repurpose SHA1PRNG_SecureRandomTest. It's currently a test of harmony's SHA1PRNG implementation but might be generally useful as a SecureRandomTest. A couple of test cases fail with the stock Android provider. They will have to be investigated. Change-Id: I417ea8452747f4473881ead3c32165a6b013b36b
