Restart NFCC is a CORE_GENERIC_ERROR_NTF 0xE1 is received. When a core reset error notification with error 0xE1 meaning buffer overflow is received, restart the CLF. for that purpose, a CORE_RESET_NTF is created by the HAL to send to the upper layer to restart properly the stack.
