Use mutex to protect mIsActiveRW variable. This is to prevent a possible race run between the PROP_MON_NTF and the call from i2cWrite function. Also reset the mIsActiveRW flag when a CORE_RESET_NTF is received. Bug: 265652865 Test: build pass Change-Id: I9ddc2a26e148575a82015748698e5dfe165ea901
