Enable memtag_heap in android.hardware.nfc service. This change enables Async mode ARM MTE in the service process on compatible hardware and has no effect otherwise. Bug: 181603044 Test: none yet - this change does not affect non-MTE hardware Change-Id: I4b3fd61d28d57cb3756dfb969b5ae7b738d4af63
