mm-video-v4l2: raise onConfigUpdate Event on FBD For vp9 hdr10plus, upon receiving FBD, onConfigUpdate needs to be raised which inturn calls getConfig. This should fetch the hdr10plus metadata from the component and return to framework. Change-Id: Ibe6e05bf48a963bb52ce8b85d6313c19da70bdd2
