mm-video-v4l2: vidc: venc: Allow client to allocate larger buffers Allow client to allocate bigger buffers than what was negotiated with OMX component. OMX Component should only complain if the buffer size is smaller than negotiated size. Change-Id: I7537c485c612a175b32b91eadefef6d39cab934f
