sdm: Remove decimation support - Remove decimation disable property from make file. - Compare vertical and horizontal decimation with exponent value 0(2^0=1) because exponent value 1 indicates decimation value 2^1=2. Change-Id: I88f7cbf76b76044ee49db10a211c4cde6019925a CRs-Fixed: 2359011
