hwc2: Couple SetActiveConfig to commit Active config change needs commit in DRM architecture. Cache the config index to be applied and trigger refresh. Upon refresh display can enter into new mode. CRs-Fixed: 2498494 Change-Id: I42b1bdd64c3eed04f76b62603d274ae754167972
