sdm: Intf change propagating fb config for partial update Pass fb config as param to partial update interface. PU interface implementation can use this fb config to determine any scaling at layer mixer. Change-Id: I7cfe1643ff3f0b7ca36ae5aee2fd031a12fe921a CRs-fixed: 1108486
