hwc: Use one GPU composition round for video transition When external is active and primary has all ViG pipes, a video playback may be starved of pipes on external. Use one GPU comp. round for high-end targets as well. Change-Id: I7f2e1d4a6a98a04e0fc1ec917ecedbb6ce56d067
