Comment out LPPe functions in HAL

HAL reads LPPe value from gps.conf and then set it to modem after MBN takes effect.
So comment out LPPe functions in HAL, letting NVs only be controlled by MBN.

Bug: 113789938

Test: Verified NV73888 and NV73863 are set to 0x13 after rebooting the device with VZW SIM, and GPS function verification.
